Command Team changes
in West Suffolk
Two new officers have joined the Area
Command Team in the west of Suffolk. Chief
Superintendent David McDonnell replaces
Chief Superintendent Paul Marshall as Area
Commander, whilst Superintendent Terry
Byford is the new Operations Manager for the
west, replacing Superintendent David
Skevington.
Supt Skevington has moved to Ipswich to
become Operations Manager there, whilst Ch
Supt Marshall has successfully passed the
Senior Police National Assessment Centre and
will be taking his place on a course which
will make him eligible to apply for Chief
Officer posts across the country.
Chief Superintendent David McDonnell
Ch Supt McDonnell moves to West Suffolk from
Police Headquarters where he has been in
charge of reviewing the Constabulary’s
operations as well as joint projects with
other forces. He has been a police officer
for 26 years, firstly serving with Sussex
Police where he progressed to Commander of
the Counter-Terrorist Wing at Gatwick
Airport.
In 1999 he joined Suffolk Constabulary upon
promotion to Superintendent. Following a
secondment to Canada he became Eastern Area
Operations Manager, and then Eastern Area
Commander following a further promotion to
Chief Superintendent.
Since 2003 Ch Supt McDonnell has worked at
Police Headquarters, firstly in charge of
Operations which included Roads Policing,
Firearms, Dog Unit, Air Support, Force
Operations Room and Contingency Planning. He
led the logistics element of the
Constabulary’s response to the murders of
five women in Ipswich in 2006. He then took
on the role of head of Citizen Focus,
comprising Custody, Corporate
Communications, Force Operations Room,
Community Safety, Criminal Justice Services
and Police Community Support Officers.
Ch Supt McDonnell is 50, and married with
two children. He has a degree in History and
Archaeology and enjoys travel, conservation,
DIY, walking, cycling and canoeing.
He is also a Public Order and Firearms
Commander and a nationally-qualified defence
representative in Police Misconduct
proceedings. He has been Vice-Chair of the
Suffolk Branch of the Police
Superintendents’ Association for several
years.
Ch Supt McDonnell says, “We have lived in a
village in the Western Area for the last 10
years but I have never served in the area,
so I am looking forward to this and to
returning to territorial policing. I want to
continue the excellent performance delivered
by Chief Superintendent Paul Marshall and
his team in recent years. I will be working
closely with my new Operations Manager,
Superintendent Terry Byford and leaders of
local authorities, community groups and
other agencies.
“I believe that the most important measure
of policing is the confidence the ordinary
people of the community have in their police
service. Suffolk is a safe county and the
Constabulary has much to be proud of;
however, we can always do better. We face
challenging economic times in the coming
years, but my team and I will strive to
deliver a service which shows we really do
‘take pride in keeping Suffolk safe’.”
Outgoing Area Commander Ch Supt Marshall
says, “In my two years as Area Commander,
crime in West Suffolk has fallen by 8%,
that’s 640 fewer victims of crime across
Babergh, St Edmundsbury, Mid Suffolk and
Forest Heath. Violent crime is down 10%,
there has been a 13% reduction in robberies,
19% less vehicle crime and a 10% fall in
criminal damage. The number of offences
detected has risen by 8% to make West
Suffolk the top performing area in the
country in comparison to similar areas.
“There have been key changes to policing in
West Suffolk since 2007 – Babergh joined the
Western Area shortly after I started in the
role, and I have overseen the restructuring
of Safer Neighbourhood Teams, which has
ensured resources are dedicated to dealing
with issues of most concern to local
communities. This has in turn led to people
in West Suffolk having one of highest levels
of confidence in police across the UK.
“Additional Police Community Support Officer
have also been recruited onto the SNTs, and
two Mobile Police Stations are now in
operation in the area, visiting towns and
villages and giving people the chance to
meet up with their local teams to help shape
priorities for us to work on with partners.
“At Bury St Edmunds we have significantly
improved our custody facilities under
national Safer Detention guidelines, and I
have personally been involved in the
development of the West Suffolk SOS Bus to
be based in Newmarket, and have also led the
“Respect Alcohol, Respect Yourself” campaign
for the West Suffolk Local Strategic
Partnership.
“All these successes over the past two years
are down to strong partnership working,
excellent support, effective SNTs, targeting
prolific and other priority offenders, and
responding to the needs of local
communities.
“It has been a real privilege to have been
the Area Commander in an area which I’ve
spent vast majority of my time in policing,
and I have many fond memories to take
forward to the rest of career. Much of what
has been achieved in the last two years is
as a result of the commitment and dedication
of officers and staff who want to do a good
job for the public.”
Superintendent Terry Byford
Superintendent Terry Byford joins the
Western Area from the Eastern Area where she
has been Operations Manager for Waveney and
Suffolk Coastal since the start of 2009. She
has previously worked as both a Sector and
District Commander in the East, as well as
carrying out community relations and
training roles, among others, for the
Constabulary.
Supt Byford started her career with Suffolk
Constabulary in 1985 as a PC at Haverhill
and then served as a Detective Constable at
Bury St Edmunds before being promoted to
Sergeant in 1990 and being posted to
Sudbury. As a Sergeant she worked at
Haverhill, Brandon and Mildenhall, in both
response and community policing roles, as
well as working in the training department
at Police Headquarters.
In 2000 she was promoted to Inspector and
then worked in the community relations
department and as staff officer to the Chief
Constable and Chief Officers before being
appointed to the role of Woodbridge sector
commander. She was then promoted to Chief
Inspector in 2005 and became District
Commander for Suffolk Coastal before taking
up the Superintendent’s role in January this
year.
Supt Byford is 46 and married, and together
she and her husband – also a police officer
- have three children. Outside of work her
interests include travelling and spending
time with her family.
She also has an established role as a
diversity champion within the Constabulary,
promoting equal rights for all staff
regardless of their age, gender, race,
faith, disability or sexual orientation.
Supt Byford says, “I am looking forward to
returning to West Suffolk where I started my
policing career 24 years ago, I also live in
the West and so already take a keen interest
in what is happening in the area. Thanks to
the hard work by Superintendent Skevington,
I have a strong base to work from and
successful policing to build upon. I am
particularly keen to work with staff,
partners and the communities across the west
to ensure it remains a safe and enjoyable
place to live, work and visit.”
Outgoing Operations Manager Supt Skevington
says, ”I am leaving behind a team which
displays the utmost professionalism and has
the ability to listen to and understand the
communities in the west, with a strong
desire to get results and solve problems. I
am very pleased to be passing on to
Superintendent Byford area staff and
officers with a team ethos and willingness
to support each other, the community and
partners through resources, advice and
encouragement.”
Detective Chief Inspector John Perkins
remains in post as Crime Manager for the
West.
